The bonuses were probably prudent.
If they had not paid them, the resulting lawsuits probably would've cost far more. Plus, who's going to go to work for a company on the brink of failure? Those bonuses are about the only thing that's keeping those already employed from jumping ship. Pay them out or lose the people who keep the company running.
