Normal insurance companies could offer low-cost limited and specialized policies, but they are mostly prevented from doing so by regulations that mandate what must be covered and how.
I'm not sure how this outfit slips under those regulations. I suspect that it's set up so that technically it's not insurance. I hope it's a success.
