How do I use the Task Manager?

I was playing SimCity4 (just got it) and noticed my system was slow after I quit. Looked in Task Manager and CPU is pegged at 100%.

SimCity is not listed under the Application tab.

Under "Processes" it lists SimCity4.exe CPU-99 Mem Usage- 1.4GB

Is SimCity still running in the background? I've heard of memory leaks but this seems like a geyser.
What happens if I hit "End Process"?
