The options
A) Throw a lot of people out of work, while spending more billions getting a not so good design to work, maybe, perhaps, someday a long long way away
B) Keep people employed, while spending less money converting proven shuttle components over to a launcher with much higher performance, in a relatively short period of time
C) There is no option C, unless the US wants to loose another industry and its state of the art leadership role in space
