"The resources of Antartica will be developed before those on the Moon."

Well there is no doubt the resources of the Antarctic could be used before the Moon.
And no doubt some people might think a similar political arrangement regarding Antarctica, could taken in regards to the Moon thereby ensuring your prediction is true.

But the Antarctic does not have the type of resources that the Moon has. Nor does any place on Earth have the same type of resources as the Moon has.

One obvious resource that the Moon has is a vacuum, another resource is a low gravity well. Both of these resources are quite significant. For example. suppose it was a real option for you or other persons, they could elect to stay on the Moon for say 2 weeks at 1/6th the gravity as earth- suppose you were sick/injured or suppose you simply wanted some fun. But that is merely a simple example- the list related to these two resource could be quite long.
