that it has more to do with access than danger.

We don't want them here, where hundreds of nut cases would be picketing the prison and turning each and every broken down, sorry ass one of them into a political football.

Having them here vs Cuber would open up a multitude of nasty possibilities that have nothing to do with any direct danger from the prisoners.
