I don't think anyone wants to stop these people altogether.

Especially for some sinister, conspiratorial multinational plot.

They should simply be responsible for damage they cause to anyone else's property or health, and there should be a streamlined and straihtforward procedure in place to determine if indeed such damage has occurred. I don't think that's too much to ask.
