It's kind of funny...
If another attack did happen now, it wouldn't "make Cheney's point" anyway since you and most other liberals would almost certainly blame it entirely on Bush. There would be no talk of Obama failing to see it coming, or his cutting back security measures or systems that have worked so far.
Like many other ideas of yours, the idea of something "happening on someone's watch" apparently depends on the politics of those involved.
