I'd need a lot more information, but I wonder if the main issue is between "giving them fish" sorts of programs versus "teaching them to fish" programs.

Then, of course, there's those "administrative fees."

The original paper is here, but you need to register (free) to read it all. I haven't looked at it yet.

Of course, there are many kinds of charities besides these. How do they do?
