Regulation is part of the problem.
There's a lot of DIY's that would make the conversion but from what I've read, it is very difficult and costly to get your work inspected and passed by the proper authorities. Most people have the conversion done and it's not cheap.
I have a NG station just 10 miles away. It is one of just a few in Western Washington.
