I'm just wondering how the Pakistanis could frame those orders to their troops. Usually their has to be motivation - godless communism threatening our freedoms, godless Saddam threatening our borders, that sort of thing in order to get troops to move into danger.

I'm not sure how well motivated the field and company commanders would be to head out there and have people die because of diplomatic pressure from the US. Or how eager the troops would be to move out.

I'm sure the US could motivate the Pakistani political leaders, it's just how gung-ho the folks with their lives on the line are going to be.
