Did NASA just not spend enough on Phoenix?

I am reading elsewhere that the data returned from Phoenix is being hyped up more
than a bit to make up for its numerous shortcomings. Can anyone elaborate on this?

It was certainly better to have something there than nothing at all, of course, but
did we miss something because Phoenix was not given enough budget?

I thought Faster Better Cheaper left two NASA admins ago?
