Democrats move into a flanking position
The enemy has been identified--the Congressional Budget Office.
The CBO is limited by certain rules in its analyses, so what the Democrats are doing is changing the parameters of the costs to dodge around those rules. The CBO can't officially take notice of the expenses until specific laws take effect.
