Thats the only section where a search finds CAPS in teh link you gave. CAPS was a real proposal however, by those trying to find some reason for establishing a Moon base. It is not a proposal promoted however, by those that are leading the effort to find, characterize, and mitigate the impact threat. The JPL and Ames NEO sites do not even mention CAPS. If Europe wants to spend 10s of billions for half the effectiveness of a half billion dollar alternative, that's their business. Thankfully our asteroid guys are more conscious of spending taxpayer dollars wisely.
