Jab aside, it is unacceptable IMO under current deficit loads to start any new program that adds cost unless costs are reduced elsewhere. That is part of the change OBAMA promised and he must deliver or flop like Clinton. Likewise Republican's must return to being deficit hawks because their other pillar of social conservatism is eroding.
