You have it partially right, this guy DWEK was nabbed for running a bogus real estate scam in NY/NJ and he went to the feds and gave them this bright ideas of scamming the gov offials along with the Rabiis in NY and Deal, NJ.........Long story short is he set up more than 40 people and allin the end to save his @ss from going to jail for 15 instead of 30 yrs......
