I just made a post of my opinion that one of the few reasons for manned flight at the current time is to perform artificial gravity experiments. I believe that is what should be concentrated on in the manned program over the next 10 years. So, following that presumption, I would want to create the cheapest access possible to the ISS or other structure that has the ability to provide artificial gravities. By have some sort of "rotation station" lunar and mars gravity could be simulated (even at the same time at different levels). Also, potentially higher "earth gravity simulation" could also be done even at the same time if done right.
By having such a facility, both health effects of the various gravity fields and the mitigation needs could be explored in depth over a sufficient period of time to understand colonization and deep space mission implications. This would also be invaluable information for the private sector as they enter the tourist era.
