Remember that the "crazy talk" starts with the phrase: "Any and all uses of this system..."
They are trying to protect their legal position in case bad guys think of some nefarious way to get money out of their system. They want access to and to be able to present in court anything they find on the perps computer.
It has nothing to do with the "charitable contributions" red herring that the Fox hottie shook in front of the camera.
