Reality is like that.

We do know that for the years that Clinton's arrangement with NK was in effect, NK had no nukes. We do know that several years after Bush came in and changed our diplomatic posture, NK had nukes. It would not make sense to disregard the possibility that the one thing had something to do with the other.
