What contempt?

The Brown Amendment was good legislation.

It also went totally unfunded.

There is no crime in not doing a job when you've not been paid to do it.

The DoD gets $35 for every $1 that NASA does. Why shouldn't the Department of DEFENCE be given the duty of planetary DEFENCE?
