On the surface this is one of the few things Bush & Co. did right. It makes far, far more sense to take out the perps and only the perps than to declare war on a country which wasn't involved, and destabliize an area which has nuclear weapons and is tending toward positively despising America.
Take no prisoners, kill the guilty and only the guilty, preserve some deniability to allow diplomatic relationships to continue, even though everyone would know, and get out. The solution.
