Mars Gravity Biosatellite

Wikipedia ref to mars gravity biosatellite

Just found that this had been canceled (due to shifting priorities in NASA). This is the kind of program that is required as a step towards sustained off planet presence. If we can't afford to test some rats at Mars gravity how could we ever afford to send people to Mars? If the money is not going towards some big aerospace contract for manned launches, it just isn't a priority. This is why I know NASA should/can not be the organization that spearheads man's substantial steps off planet. I'm becoming more convinced that only space entrepreneurs will be up to the task.
