The universal plan or self insurance must be the only choices. As long as rich lawmakers can choose private options they will be likely to provide crap coverage to the masses. It's called not doing it and saying you did.

If most of the lawmakers know they will be stuck with the plan along with the rest of us, it will be a good plan or it will not happen.
