What he is doing is as obvious as it is clumsy- he realizes he is starting to piss off even the republicans that voted for him- so he is trying to bolster his support among the most bigoted and fanatical religious right by turning on the LGBT community...

Banning transgender people from the military, declaring that America worships God and now this- all in one day...

He is simply declaring war on a vulnerable group of Americans to distract the rest of America from his serious crimes.
