Why are the propagation of gravitational waves limited to c?

They aren't movement *in* spacetime, they're movement *of* spacetime, no?.

If spacetime expanded, at least initially, much faster than c, doesn't that suggest that spacetime itself can move faster than c? (Is "move" even the right word?)
