A large part of the economic history of this country is governments saying, "you know, if we subsidize X, we'll attract people and businesses to our community."

The flood insurance is part of that, but there are countless examples. Cities building baseball stadiums. Breaks to companies to build factories. The TVA and Corps of Engineers rebuilt entire ecosystems. I'm sure you can think of as many examples as I can.

Hell, it wasn't private money that drained most of the Everglades. It was taxpayer money for the benefit of both municipalities and private companies.

Everybody likes the idea of someone else paying the freight. The problem is, you can only take it so far, and we're long past the turnaround point.
