She was trying to court a small sliver of trump supporters that were uncomfortable with him, so she couldn't vote to impeach... she didn't want to infuriate democrat voters, so she couldn't vote against impeachment...
So in an act of cowardice she voted present- a vote that has no meaning beyond revealing her amorality and cynicism.... and - as calculated as it was- it failed to help her one iota... so in the end it was also stupid tactics...
