I'm not sure I agree with that system.
I like the idea of guns OK in the home, but not out in public
(except at authorized shooting venues). As for calling the Mounties every time you go to the range, that seems a bit excessive. Simply field-stripping the piece for transport should be sufficient for safety purposes.
I do not support the 'guns locked up' provision, or the surprise visits from the gendarmerie at random times. As for not using the weapon for home defense, that's ludicrous. That's the primary reason to own one! With a possible exception for homes with children, the family atomics should be kept loaded and locked and readily accessible.
