Solar panels at the Lunar Poles

"But at the poles, the use of solar panels will be problematic due to low sun angles and the long nights"

Actually, one of the truly great advantages of the lunar poles is the existence of peaks which are bathed in sunlight almost perpetually. One rim of Shackleton Crater is in sunlight 90% of the time and when it isn't the other side is.

Earth’s equator is inclined 23½° to the plane defined by its orbit around the Sun. The Moon is tilted only 1½° with respect to the ecliptic, and hence the Sun is always near or just below the horizon as seen from its poles. Which is why the Sun never rises above the rims of some deep polar craters, and some of their floors never receive direct sunlight.
