Venezuela's already has plenty of oil.
But its ability to produce it is in the toilet, due to economic mismanagement and foreign sanctions. Besides, the country is broke, and fighting wars is very expensive.
Then again, foreign military adventures are a favorite tactic for dictatorships with massive political and economic troubles at home...
