To be fair, the ability to think on one's feet quickly is not necessarily a sign of great intelligence or even preparation. Neither is the failure to do so evidence of anything but lack of training and experience in public speaking.
I have been formally trained as a public speaker, and I realize how little being a glib talker, or even a consistent and knowledgeable one, has to do with real sense and intelligence. I can sound great in front of an audience, even when I don't fully believe what I'm saying myself! But I was taught that skill. I was not born with it.
But it is part of a politician's job, particularly a career politician, to be a communicator. I'm surprised how poorly Perry is doing, compared to say, Gingrich, Huntsman, and even Romney.
