"Economic Summit"
In a further validation of my theory of Obama as a classic "fuzzy academic," we find him trying to address an issue by organizing a seminar. There are a dozen fancy names for this process in academia, but it relies on the theory that if you get enough people into one room, you get genius. My own experience is that the productivity of a committee is inversely proportional to the number of people in it, and that true genius is often individual.
The process also depends on who you pick to listen to. Most seminars are packed to get specific answers.
