That guy's one of the Rockefeller, multinational republican types. He doesn't like the commoners getting all uppity anymore than Pelosi or Reid. His kind are the ones who tried to shut Reagan out of the process back in 1980, then latched on to him when he won. I believe you call them Neocons.
