The "management" in the case of public employee unions is a load of government bureaucrats, not "bosses." Their "employer" is the state government.
In California, it's a board consisting of six elected officials, four appointed ones, and three "ex officio" members. It's different in every state. You can bet every one of these organizations is Democratic down to the bone. The leftist activisim of CalPERS is legendary.
These are the ones who, like all leftists, believe there is no end to how much loot you can shovel to your cronies and supporters. Who believe that you can give away whatever you want, and somehow there will always be more. They promised massive benefits to their members, and they screwed the pooch. Sorry to disappoint, but there aren't any right-wing capitalists in this picture.
State governments are having to haul in the reins on these fools. It's not just Wisconsin, either. That just made headlines because the governor was a Republican.
