Yep, it'd feel good to use the Constitution to punish somebody for bad behavior. But somehow it never works out like we expected. Remember Prohibition?
In this case you need an amendment because you're cancelling out the "Speech or Debate Clause" of the Constitution (Article I, Section 6, Clause 1), which grants a special immunity to those pesky Senators and Reps:
...shall in all Cases, except Treason, Felony, and Breach of the Peace, be privileged from Arrest during their attendance at the Session of their Respective Houses, and in going to and from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place.
That might just heighten the pleasure of slapping 'em upside the head with a lead-weighted Constitution, but--to cynically couch it in scary partisan terms--it would mean that Emperor Obama could arrest those patriotic Tea Partiers in the House for sedition. And turn the power of the Executive Branch to persecuting those loyal Republican Senators who have publicly dedicated their careers to destroying him and his socialist/Kenyan/Muslim agenda.
