Now, just wait a goldarned minute thar. This amendment does NOT specify any punishment whatsoever. It simply says what they apply to us must also apply to them. So if they don't allow us health care, they cannot have it either or to put it another way, they must provide it for us if they provide it for themselves. Also, if they can't be arrested working for the government and going to and fro, neither could we if we worked for the government and paying taxes mean we work for the government.
