Neither would bother me. Now, what EXACTLY what is offensive? The arm is identified as an arm, there is NO naked body, there is no nipple or genitals showing.
Even were it a body, there is more revealed at any sunny beach than is seen there. And it's identified as not being a body.
What's offensive? What line has been crossed? What would one have to avoid to protect the sensibilities of those who are offended by that picture?
