What do we do to terrorists that they will recognize as sufficiently harsh, both themselves and their supporters, that they will refrain.
One answer is to kill them in such numbers that they repent. It worked in Japan.
Another is to literally conquer and occupy, a la Germany.
The key in both is to offer something to the vanquished that is reason to remain pacified. That is in my opinion the huge mistake of Israel and their occupation.
Another is to respond to acts of terror in ways that are so over the top, the enemy cannot find the strength to continue to resist.
We did that in the Phillipines when we pacified it after the Spanish American war.
If we publicly made a policy of going after the famil8ies of the terrorists, killing their families, seizing their property, would that restrain them?
I don't know, but the results from the war games against terrorists indicate that they are basically impossible to stop fully.
What if we threatened to muke Mecca and Medina?
How long would that work if it worked at all?
I don't know.
