In MA we put a temporary surcharge of 0.9% on our 5% tax base. "Just a temporary 0.9% increase" the pols said. Two separate errors in that statement.
Finally in 2000, MA voters voted to repeal the temporary tax. So, what did the legislature do? In 2002 they added in a new tax to replace the rescinded tax. Oh, and they reinstituted the cap gains rates that had been cut as well.
