There are thousands of languages and dialects in use around the world
There are some 70 dialects used in the Philippines alone. It's hard to have people fluent in all of the needed languages and dialects able to translate all of the estimated 2 million intercepts per hour in a timely basis. Things were so much simplier in the old Cold War days when we only had to be concerned with a relative handful of languages.
