IF it was recovered early, and IF it was moved to a secure area in a heavily populated part of the country, it could be extremely difficult to either destroy it or rescue the remains.
Cruise missiles could cause unacceptable collateral damage, though one wonders what that could possibly be. And their warheads are on the order of 1,000 pounds. There may be very heavy AA and SAMs to fly through to drop an effective bunker buster. And for an air-ground operation to be effective might take thousands and thousands of troops.
