It is 2546. The world experienced a localized nuclear war in 2120 and the past several hundred years have seen two levels of humanity - the mutated and the normal humans.

A third of the earth from where Libya used to be to southwest China is a wasteland, still irradiated and unpoliced on the ground. Mutants live in horribly primitive manners, many having resorted to cannibalism and other primitive survival means.

The outside world has isolated this are with perimeter barriers of immense energy which shock straying mutants. Advanced EMF craft fly border patrol daily.

The normal humans have become super technocratic. Computer implants are normal and monitor all functions of the body. People can communicate anywhere with anyone, with bands of highy frequency energy the United States of the World's FCC made open to human-chip communication.

While exploring these ever higher bands of energy - they discovered the frequency and wavelength of most humans thought processes. Human thought was then monitored electronically by computers. Devices were made which could speak straight into the mind of the individual. Instead of a phone number they had a ThoSigID issued to them at birth by Thought Central

Correctional institutions came upon an interesting discovery in their schizophrenic patients. While monitoring their thoughts - they discovered that it appeared as if two people were conversing in their minds and when they further scanned the signals they discovered that the two were operating on different frequencies with a common subharmonic wave!

They perform an experiment - they generated a device which broadcasts on this same frequency this second signal maintained. A jammer of sorts.

After trial and error they found that only one of the frequencies were the ones capable of controlling the anatomy and they identified this as the "real" person and primary consciousness.

They realized great success when these mental patients became normal and could re-enter society.

A new health check was incorporated into mandatory law - a twice monthly screening of the consciousness to identify any outside influences. Structures, houses and all public buildings soon incorporated fields which would help keep out any dislocated entities

A major incident occured - security forces which patrolled the mutant area, which was formerly known as Palestine, suddenly went on the rampage and killed their superior officers and turned in a suicide attack with their craft against the city. They were destroyed by one of the cities automated weapons batteries. An investigation into the incident ensued.

The "new little black boxes" on all craft transmitted the thoughts of the occupants to "Thought Central". This craft's log was recalled and reviewed and it was recognized that the guards had been contaminated by much lower frequency thought trains - corresponding to thoughts that dated all the way back to 21st century when the earliest experiments on thought signals were made.

They further implemented a quarantine of this region because they recognized the violent and suicidal nature of many of the discarnate entities which roamed these regions.

A new filtering development is made. The "Thought Coporation", formerly known as Microsoft, develops a realtime cancellation broadcast for detected foreign thought processes. Yet another chip is implanted near the cerebral cortex at age 6.

Crime rates become almost immeasurable. Society evolves at ever faster rates. Divorce is down. Teen pregnancies are down. Almost all former problems become statistically insignificant. Violent holomovies are soon repugnant and violence of any kind seems almost unthinkable - much less entertaining. The life expectancy shoots up from 120 to 175 years as the body seems to age more slowly as well.
