Here's my reply. I posted it as a reply to the essay you linked to in your reply.

Regarding the budget for waging war in 1942 vs. 2002, I believe the US was a net exporter of oil in 1942. That might have affected our ability to wage war at a lower cost, not to mention our balance of payments.
