The bay on the Pacific side is filthy with hammerheads, but the side likely to hold the most booty would be the Atlantic. That's packed with great white, with a great white spawning ground just a short ways from Lemon Bay at the mouth of the Chagres River. Piña Beach is right there at the mouth of the Chagres, and that is one beautiful strip of sand. Spent many a day swimming at Piña.
