What exactly is Bush supposed to do about lost warheads from Ukraine, other than the intelligence work which is no doubt going on even now? Just gets a little irritating when you ring Bush in on everything. I didn't blame Clinton for the warheads disappearing on his watch.
Anyway, I would bet heavily that we are not talking 200 actual lost warheads, but some bookkeeping snafu. Of course, 200 warheads left by mistake in some warehouse, or even two or three actual lost warhead, is not much of an improvement.
