rich capitalist can spend there money is in their best interests.
Naturally, there is no shortage of rich capitalists who love the idea of illicit consumption - and who will flock to the region, partly because they can revel in their wealth in an area which frowns upon personal wealth.
It would make a great setting for a scene in a spy book....hmmmm.
