I think they were both Bowser, in different incarnations of the same poser...
Actually, I thought the English guy might have been Raoul in disguise...He was much too polite to be Bowser in disguise.
Bowser as an Englishmen would sound something like a member of the Rolling Stones: "Bloody this, Bloody that...Get off your bloody bum and Save the friggin Queen... Etc..."
