This whole thing was based on a Boston Globe story which at least allows you to look at the original material, and not a distillation on some BushSucks.com web site. This story was part of the mud salvo fired by the "objective" press at Bush about a week before the election. For some reason, it didn't get as much coverage as the DWI mudball, but it is currently featured on approximately a quarter of a million web sites, most of which reference each other.
It's worth noting that most of these people howling about Bush had nothing to say about Clinton's sterling military record. Typical.
