Duh - build a condo on the edge of an active volcano? And I suppose the owners will demand government compensation if their places get wiped out by lava flows...
Well, people who build houses on crumbling cliffs get government handouts don't they?
As do people in flood plains, earthquake zones, narrow beach strips, hurricane-prone areas, etc, etc, etc.
It's their right as Americans! Or else they can sue. (Vulcan perhaps? USGA? "They never told me my house might be consumed by a molten wall of rock".......)
