Maybe, maybe not
It's painfully clear that the government's willingness to take a look at a theory that for seven years it claimed was without merit is motivated by desperation to shore up a shaky case for war against Iraq.
But that doesn't make the theory wrong. We should withhold judgment on this until we find out whether it leads anywhere.
